Livable – A city of God-loving and disciplined constituents living in an atmosphere of good governance, benefiting appropriate amenities, with enough spaces for parks and plazas, safe and secured residential areas, well organized and designed business district, yet keeping its natural ambiance
Resilient – An island with developed capacities and combined strengths pooling resources available within the community, society or organization, institutionalizing scientific strategies in the mitigation and adaptation on the risk of any form of hazards and disasters  

GOALS

INSTITUTIONAL

A first-class city with stable and responsive governance, empowered communities, effective policies and professional public service providers, ensuring sustainable development through efficient fiscal management and participatory decision-making.

Objectives:

  • Ensure continuous efficient and effective delivery of basic public services through technological advancement that is responsive to the demands of the community.

  • Optimize revenue generation while minimizing operational costs and expenditures through efficient management of resources.

To develop a livable and inclusive Island Garden City of Samal through sustainable, reliable, and resilient infrastructure, ensuring modern communications, efficient transport systems, stable power supply, and safe sufficient water access that support the well-being of all inhabitants.

Objectives:

  • To foster economic growth, promote industrialization, improve access to basic services, enhance connectivity and ensure infrastructure resilience.

To foster an inclusive and sustainable island economy by generating decent jobs, strengthening local industries and agriculture and advancing responsible, marine and nature-based tourism that safeguards the environment, uplifts communities and preserves cultural heritage.

  • Support Local Micro, Small and Medium Enterprises

  • Improve agricultural productivity and value chain

  • Creative inclusive employment opportunities

  • Support Green Livelihood

  • Ensure food security for the present and future Samalenyos

  • Holistic, sustainable and community-centered tourism industry

  • Preserve local culture heritage and increase community engagement

Build an inclusive, safe and healthy community by ensuring access to quality education, sustainable housing, responsive health care, safe water and sanitation, inclusive sports and cultural development, stable peace and order and comprehensive social welfare programs that empower families, protect the vulnerable and foster community resilience.

To protect and sustainably manage Samal Island’s land, forests and coastal and marine ecosystems through strong legal safeguards, science-based monitoring, equitable resource management and active community stewardship, ensuring a resilient, biodiverse and climate-adaptive island environment for future generations.
