Objectives:
Ensure continuous efficient and effective delivery of basic public services through technological advancement that is responsive to the demands of the community.
Optimize revenue generation while minimizing operational costs and expenditures through efficient management of resources.
INFRASTRUCTURE
To develop a livable and inclusive Island Garden City of Samal through sustainable, reliable, and resilient infrastructure, ensuring modern communications, efficient transport systems, stable power supply, and safe sufficient water access that support the well-being of all inhabitants.
Objectives:
- To foster economic growth, promote industrialization, improve access to basic services, enhance connectivity and ensure infrastructure resilience.
ECONOMIC
To foster an inclusive and sustainable island economy by generating decent jobs, strengthening local industries and agriculture and advancing responsible, marine and nature-based tourism that safeguards the environment, uplifts communities and preserves cultural heritage.

SOCIAL
Build an inclusive, safe and healthy community by ensuring access to quality education, sustainable housing, responsive health care, safe water and sanitation, inclusive sports and cultural development, stable peace and order and comprehensive social welfare programs that empower families, protect the vulnerable and foster community resilience.

ENVIRONMENT
To protect and sustainably manage Samal Island’s land, forests and coastal and marine ecosystems through strong legal safeguards, science-based monitoring, equitable resource management and active community stewardship, ensuring a resilient, biodiverse and climate-adaptive island environment for future generations.
Objectives:
- To enhance the protection of the natural environment through conservation and sustainable practices and boost ecosystem resilience and human well-being.
